The merge command didn't work.  I got this error:

$ svn merge -r 211:207 .
svn: RA layer request failed
svn: REPORT request failed on /repos/branches/orca/import_orca_services_2.0
svn: The REPORT request returned invalid XML in the response: Unknown XML 
element `repository-uuid (in http://subversion.tigris.org/xmlns/dav/)'.
