Nope - this is a brand new install...

The code uses %.3f/%.2f as its formatter (rate, prcnt and rate_prcnt),
so having it appear to several decimal places isn't exactly
surprising, but its clearly not what RRDtool wants for things getting
plotted when they're configured as COUNTERs.
