Regarding the different data sets with different polling periods, you'll
need to set up two different Orca configuration file 'groups' each with
its own specific 'interval'.
Orca can handle what you're trying to do, but there are some things to be
careful about, such as that RRD likes to have its measurements measured
as close to integer multiples of the interval. So in your daily case,
you'll want to measure the data as close to 24 hours GMT time (not local
time).
You should have different data files for each polling period.

Do you have any scripts you can share for measuring Oracle databases?
If you want baselines for your plots, you can add them by adding an
additional 'data' option to the plot:
plot {
data some_measurement
data 0.90 # this is the baseline and will be plotted
}
