Have you had a chance to look at
http://www.orcaware.com/orca/docs/orcallator.html#system_overview
I would run toptool.se on that system and see what it has to say.
Toptool.se and orcallator.se use the same functions from the SE
library to gauge how a system is performing, but toptool.se will
say in more detail what the problem is.
Also, I would look at your network based statistics instead of the
CPU based ones.
Let us know what toptool.se says.
