I have built ORCA on cygwin 1.3-21 on Windows NT 4.0, I have made test graph but there still some issues.

I will remove all of cygwin and then do following:
1. install cygwin
2. download orca-0.27 and Time-Hires-1.43
3. replace orca-0.27 Time-Hires-XX with Time-Hires-1.43 if needed
4. run CFLAGS='-DPNG_STATIC -g' ./configure --with-html-dir=/cygdrive/d/html
5. make
6. make install_modules if needed
7. make install
8. Try to resolve the issues

I will post a more complete howto if you are interested.
