Well, this is really an rrdtool and HP-UX issue.

I would first try to download the latest rrdtool 1.0.48 and compile and 
install that.  You can find it at

http://people.ee.ethz.ch/~oetiker/webtools/rrdtool/pub/?M=D

What configure options did you use on your system?

Can you send the output from the configure for the options it set to the 
rrdtool configure?

Orca doesn't include 1.0.48 because it breaks builds on older Perls.
