Are you using a non-standard (speaking of perl here this means != C)
locale?

Try to run _the whole building and installation_ after an "LANG=C; export LANG".
There were some nasty perl bugs at least when using a UTF-8 locale, building it
in a sanitized environment worked for me. HTH,
