[Svnmerge] [PATCH] Set properties through temporary file

Hello,

this patch (which I applied to my repository as r196) makes svnmerge always
call "svn propset" with option -F, generating a temporary file with the
contents of the properties. I did so because I received a bugreport about
breaking the command line maximum length.
