[Svnmerge] Long argument processing of OptBase

OptBase's constructor contains the following, undocumented code:

            self.dest = self.lflags[0][2:].replace("-", "_")

Why does it do this?  Things have been this way since the initial
commit of svnmerge.py to Subversion's own repository.  While
implementing 'merge --record-only', this was an unpleasant surprise.
