[Svnmerge] Problem with added files

I haven't built a test case for this yet, but a number of developers
that I work with have noticed that when someone adds a file in their
developer branch, then does an svnmerge to get the files up to the
trunk, many times the files aren't marked as added by svnmerge. The file
is copied in, but the status is still "?" instead of "A".
