[Svnmerge] Removing block checkins from avail list?

...and the reason nobody replied to that, is probably that this isn't an
issue with the current svnmerge.py.  There submits that are merges or
blocks on other branches, don't show up in the avail list.

An occasional upgrades is a nice thing.

(and as for going for the native merge tracking... I would, if I felt I
did understand it...)
