To get this working now I would do the following steps:

./bin/stop_orcallator
rm /opt/orca/var/orca/orcallator/nms/*
./bin/start_orcallator

Orca is using the header from the data file as first written and
is not looking at the data father into the file.  This bug will
also be fixed in the next release.
