Well, currently Orca cannot handle this.  It will soon however.  There
are several problems with this format.

The first is that you'll have to convert the time of the day into a
Unix epoch time (seconds since 1970) and to do this you'll need the
date that the data was generated.  Secondly, you'd have to tell Orca
how to ignore the lines without data.  All of this will be possible
soon.
