Problem was corrected.  I had Perl installed, but my environment seemed to
be pointing to an older version.  Modified my environment and everything
went smoothly.  Thank you for the quick response.

The pod2man program comes with Perl.  Make sure it is installed and
this step of the Orca install should pass without any issues.
