[Orca-users] Call me picky but ... Question on "System Overview" description

I just read the "System Overview" Description at
http://www.orcaware.com/orca/docs/orcallator.html#system_overview.  The
part of this that makes me "blink" is:

0.5 - Blue state - imbalance, idle while other instances of the resource
are overloaded

Is this REALLY what it means ?  Seems "wrong" to me that I can go from:

0 - idle
0.5 - Something is broken
1 - Everything is fine
2 - Something may be breaking
