It's a global configuration parameter in your orcallator.cfg file:

       max_filename_length value
           When creating plots and HTML files Orca can create filenames that
           have an individual path element up to 235 bytes long.  Some web
           servers and/or web browsers cannot handle filenames this long and
           this configuration file parameter allows the user to reduce the
           length of the filenames that Orca creates.  The default value is
           235 and value must be greater than 63.
