It's possible your rrd install isn't using /usr/local/bin/perl, but 
rather, /usr/bin/perl, which is a different version and install and 
whatnot.  You can probably define the location of perl to use as part of 
the RRD build process, and/or put /usr/local/bin first in your path 
before doing the RRD install.

Also, if you do the 'make install' for RRD or Orca as root or some user 
other than the one running orca, make sure that user has access to the 
installation files.  Often, root's "umask" is set by defualt to "077", 
or "007", which makes files root creates unreadable by others.  Changing 
your umask to 002 before doing the install helps fix this problem, but 
may not repair permissions of files already installed.

FWIW, I have orca running just fine on my Solaris 9 box, using perl 
5.005 (stock Solaris perl, with a few modules installed on top).
