Its not subject to any licencing restrictions, there was a period where Rich Pettit was working with Wundermoosen to try and make a business out of developing it further, but that effort stopped and Rich put the toolkit on sunfreeware including source, for anyone to use.
I think the main outstanding issue is the lack of a 64bit x86 binary. I don't know how hard it would be to do a new build, in the past Rich always did it, but he's off doing other things now.

Subject: [Orca-users] SE-Toolkit
Hi,
Does any one know the present status of the se-toolkit, - what kind of license ???
I saw some months ago that it licens I think on a per CPU basis for Solaris 10, - but know the source is available from sunfreeware ??
I hope some can help, - since I haven't so far been able find information regarding this, - not since wundermoosen.
Also it could be interresant to know if any porting to other system's is ongoing.
Best regards and happy unix,
Tommy Henriksen
